From the very first day our community was established, the rules have been straightforward and consistent: no parking on the street.
Specifically, Section 10.25 – Vehicular Parking states:
This rule was put in place to ensure safety, maintain emergency vehicle access, and preserve the clean, attractive appearance of our neighborhood.
In February 2024, the Board adopted updated HOA Rules and Regulations to make life a little easier for residents hosting guests. The new rule (Section 3 – Parking) added a limited accommodation for visitors:
- Resident vehicles (owners and renters) must still be parked in the driveway or garage at all times — no street parking.
- Visitor vehicles are allowed to park on the street until 11:00 p.m. After 11:00 p.m., they too must be moved into the resident’s driveway, UNLESS they have an occasional special event and provided this information to contact@saintandrewspreserve.com
Important clarification: The core rule for residents (homeowners and tenants) has never changed. The 2024 update only added a temporary courtesy for guests. The prohibition on street parking for anyone who lives here remains exactly the same as it has been since the community was founded.
Some residents may have noticed that street parking was not always strictly enforced in prior years. However, the fact that a rule has not been rigorously enforced in the past does not mean the rule is no longer valid or that the Board cannot enforce it now.
The Governing Documents remain in full force and effect, and the Board has both the right and the responsibility to enforce them consistently and fairly for the benefit of the entire community moving forward. The main reason these rules weren’t enforced as written was because we didn’t have a Fining Committee (we call it the Compliance Committee). We finally do. The Board’s Authority to Set and Update Rules
The Declaration gives the Board clear legal authority to adopt and amend reasonable rules like these. Section 10.25 specifically states that the Board shall:
Additional authority is found throughout the Declaration and Bylaws, including the Board’s power to create uniform rules that “apply equally to all lawful residents” (Declaration, page 49). All rules must be reasonable and consistent with the original Declaration — which the current parking rules are.
These Rules Apply to Everyone
The parking restrictions apply equally to:
- Homeowners
- Renters/tenants
- Guests and visitors (after 11:00 p.m.)
Every resident is responsible for ensuring their family, guests, and invitees follow the rules.
The only exception to the street-parking rule is for assigned police vehicles operated by residents who are active law enforcement officers. This exception is required under Florida state law and is the only carve-out allowed.

Parking Over the Sidewalk
The Board has long ago decided that parking over the sidewalk is permitted, since this would be an unfair burden on half of the community. If you park over the sidewalk, you will not be cited with a violation. You can also park perpendicular if necessary to fit as many cars as possible in your driveway.
If you are pressure cleaning your driveway, you won’t get a violation if you need to briefly park in the street. We all need to clean our driveways on occasion.
Why the Rules Matter
Consistent enforcement protects everyone’s property values, keeps our streets safe and accessible for emergency vehicles, and maintains the beautiful, well-kept community we all chose to live in. Cars being parked in the street is the number 1 complaint the Board receives from owners and vendors.
